Elizabeth Chapman’s practice focuses on commercial and multifamily real estate and finance. She represents national, regional and local clients in the acquisition, financing, leasing and disposition of commercial property, including multifamily, office, industrial, retail and mixed-use developments.

She represents national, regional and local clients in the acquisition, financing, leasing and disposition of commercial property, including multifamily, office, industrial, retail and mixed-use developments.

Elizabeth frequently assists clients with the financing of real property using conventional financing and project finance, and has significant developer representation experience with low income housing tax credits (LIHTC) for both 4% and 9% tax credit transactions. Elizabeth represents clients on a variety of leasing matters, including providing real estate guidance to solar project developers and property owners with respect to solar leasing options.

Elizabeth is listed among the "Legal Elite" by Virginia Business (2020, 2022), “Ones to Watch” by Best Lawyers® (2021-present) and listed in Virginia Super Lawyers as a "Rising Star" for Real Estate Law (2022). She is on the board of directors of CREW Coastal Virginia, and she also serves on the finance committee for the Girl Scout Council of the Colonial Coast and is the chair of the holiday party committee of HRACRE.

Before joining Williams Mullen, Elizabeth was a law clerk for The Honorable Judges Glenn R. Croshaw, A. Bonwill Shockley and Leslie L. Lilley. She earned her J.D. from the University of Richmond School of Law, where she served as an articles editor of the University of Richmond Law Review. She also graduated with a B.A. in history from Virginia Tech.
